Agency rulings made outside of the rule-making process that try to resolve disputes between agencies and private parties or between two private parties are known as adjudication proceedings. The adjudication process concludes with the issue of an adjudicative order, which helps resolve the disagreement and, in some situations, establish agency policy. The Administrative Procedure Act defines Adjudication as an – agency process for the formulation of an order.
